David is a Partner at Harvey and advises on Insurance Law as well as on the full spectrum of cross‑sector financial regulatory matters, including consumer protection, professional secrecy, credit agreements, financial collateral arrangements, and payment services regulation. He counsels a diverse client base comprising life and non‑life insurance undertakings, reinsurers, intermediaries (agents, agencies, brokers, brokerage firms), as well as credit institutions and investment firms active in the distribution of insurance products.

His expertise covers all regulatory issues affecting the sector, including requirements under Solvency II, IDD, ESG, DORA, AML/CFT and RIS. He also advises on governance matters, outsourcing arrangements, process digitalisation, and operational compliance.

David has particular expertise in the review and structuring of insurance products, as well as in the restructuring of insurance groups and intermediaries. He regularly assists market participants with licence applications, passporting notifications, changes of shareholding, approvals of key function holders, and more broadly with all interactions with the Commissariat aux Assurances (CAA) and other competent authorities.

He provides comprehensive legal support in the drafting and review of contractual documentation, client relationship matters, and represents both local and international clients before the Luxembourg courts.

David is frequently instructed in due diligence exercises and cross‑border transactions involving insurance undertakings, reinsurers, or intermediaries, notably in the context of portfolio transfers, asset disposals, or mergers and acquisitions.

He also assists clients in sensitive situations such as pre‑litigation matters, sector‑specific disputes, fraud cases, operational crises, as well as during on‑site inspections conducted by supervisory or other authorities.
